We are recruiting two Technical Advisors — one specialising in hydrogen and one in carbon capture — to join our expanding Hydrogen, Carbon Capture, Utilisation and Storage (HCCUS) team within the Environment & Business directorate. This high‑profile programme plays a vital role in supporting the UK’s transition to net zero. As emerging technologies evolve, we need people who can understand the environmental implications, identify regulatory challenges, and help shape how we oversee these transformative sectors.

You will help design how we regulate hydrogen and carbon capture technologies across the EA. You will work closely with senior advisors and sector leads, contribute to policy and guidance, and engage with government, industry and academic partners. Your work will ensure environmental risks are understood and appropriately managed, while supporting the safe and responsible development of low‑carbon technologies.

Key responsibilities include:

  • Providing technical advice on hydrogen or carbon capture technologies and their regulatory links, including Environmental Permitting Regulations (EPR) and Control of Major Accident Hazards (COMAH).
  • Supporting the planning, delivery and monitoring of HCCUS innovation projects.
  • Engaging with operators, research organisations and government to build strong partnerships.
  • Contributing to technical reports, policy briefs and recommendations that support regulatory development and compliance.
  • Supporting HCCUS programme activities and providing input across the Environment Agency to meet programme priorities.
The Team:
The Energy Industries Decarbonisation Team prepares and supports delivery of Environment Agency duties that relate to industrial decarbonisation. 

We’re a dispersed team and work with a range of internal teams, government bodies, partner regulators, industry and non-government stakeholders. 

In the Environment and Business Directorate we inform and deliver the government's environmental objectives; using evidence, expertise, engagement, we influence policy and legislation, facilitate integrated delivery, build trust and secure resources to do more for the environment.
Experience/Skills Required:
•  Knowledge of hydrogen, carbon capture, or chemicals and fuels production and use, and/or understanding of the regulatory requirements associated with the production, storage and use of these technologies. 
•  Excellent communication skills – able to identify the audience, understand their needs, and use engaging methods to convey information clearly and effectively. 
•  Understanding of environmental regulation – including Environmental Permitting Regulations (EPR) and, ideally, familiarity with COMAH and how regulation protects people and the environment. 
•  Experience with industrial scale processes – including environmental controls, predictive assessment methods, mitigatory options, and the ability to apply these effectively through regulatory mechanisms. 
•  Ability to build and maintain strong working relationships with internal and external stakeholders. 
•  Commitment to inclusive working – able to work effectively with people from different backgrounds and cultures and encourage others to consider diversity in their work.

You’ll have an EA Office base location, as a national role the working location is flexible.

We use smart tools to stay connected and reduce travel; some travel and overnights will be required.
