Job description

We are establishing a Project Delivery Profession Office to act as a centre of excellence for project delivery across the Environment Agency. This is a new and influential role, created to strengthen professional standards, capability and assurance across a complex and growing portfolio of work.

As the Project Delivery Profession Office Manager, you will be the strategic partner to the Head of Project Delivery Profession, leading the development and operation of the Profession Office. Acting as a central point for Project Delivery Governance across our organisation, you will provide leadership and direction to a small specialist team, shaping frameworks for capability assessment, career pathways, learning and professional accreditation.

The role will play a key part in embedding consistent governance, assurance and reporting arrangements, enabling clearer insight into capability and delivery performance across the organisation. You will work closely with senior stakeholders to ensure alignment with government project delivery standards and to promote and shape a strong, connected project delivery community.

This is an opportunity to build something new, influencing how project delivery is supported, developed and valued across the Environment Agency. The role requires strong strategic thinking, collaboration skills and a passion for improving delivery outcomes through professional excellence.

The Team:
The Project Delivery Profession Office is a newly established centre of excellence, providing strategic support to the Head of Profession for Project Delivery across the Environment Agency. Its primary objective is to set direction, strengthen professional standards and improve delivery confidence through effective governance, assurance and capability development. The Profession Office drives a consistent, evidence-led approach to career pathways, learning and professional practice, enabling a resilient and high-performing project delivery community aligned to government expectations.
Experience/Skills Required:

You will have significant experience working in, or alongside, complex project or programme delivery environments, with a strong understanding of professional governance, assurance and capability development. You will be comfortable operating at a strategic level, advising senior leaders and shaping approaches that improve consistency and delivery performance across the organisation.

You will bring experience of leading or influencing professional, functional or centre-of-expertise activities, including developing frameworks, standards or communities of practice. You will be a self-starter, able to work with a high degree of autonomy, establish direction where there is ambiguity, and drive work forward in a new and evolving environment.

Strong stakeholder management skills are essential, with the ability to build credibility, challenge constructively and work collaboratively across organisational boundaries. You will demonstrate excellent analytical and communication skills, using insight and evidence to inform decision-making and lead delivery through others.
