Job description

The Programme Specialist role takes on responsibility for the successful delivery of our circa £100M annual programme of Environmental Enhancement and Flood Protection projects. Taking on an oversight role for specific project escalation but also ensuring a handle on the overall picture of delivery, using data to ensure decisions can be made in a timely manner and utilising the team around them to ensure that no project goes unseen. With recent organisational change the role is even more critical in developing the ways of working to make effective decision making around our programme.

You will also maintain an oversight of team capability in areas such as commercial, carbon and project management. Working with teams to improve capability and influence and then implement organisational change to delivery processes.

We currently have one programme specialist role but due to increased workload and capacity constraints we are temporarily increasing this to two roles. As a result, you will need to work as a pair to cover the role with agility, noting this is not a formal job share.

We value a diverse workforce and welcome applications from all sections of the community wishing to join a workforce which embraces difference and welcomes everyone.

Everyone that joins us is required to undertake training and participate in incident response duties when the need to respond arises Having an incident role is an essential part of working for the Environment Agency and an active way to support communities and prevent harm to the environment. Further information on incident response can be found within your candidate pack.
The Team:
You will work as part of the Project and Programme Delivery North East Senior Leadership team that oversees a direct team of around 100 staff but with much broader oversight within the organisation and through our supply chain.
Experience/Skills Required:
Ideally with a project management qualification and chartered membership of a relevant professional body, you’ll have a proven track record of successfully leading people through change and delivering complex programmes of work in collaboration with others.

Extensive experience managing complex stakeholders, operating across all levels of an organisation, demonstrating strong interpersonal, collaboration, influencing and negotiating skills. You will have strong mentoring skills to support your teams in the delivery of their work.

Experience in the following areas is essential:
 - Project and programme governance and the use of data to do this
- Commercial and contract management
- Project management of engineering and construction projects
Contact and Additional Information:
Please note, this role does NOT qualify for sponsorship, so you should contact UK Visa and Immigration (UKVI) or visit https://www.gov.uk/government/organisations/uk-visas-and-immigration, where you can seek professional advice based on your personal circumstances in regard to options for obtaining right to work in the UK.

Benefits include generous pension provision and leave entitlement.
