Job description
We are seeking an experienced leader to head a small, high‑performing team delivering England’s water body Programmes of Measures (PoMs) under River Basin Management Plans. You will lead a team of advisors to support Area teams to deliver a consistent “national once” approach within Operations Catchment Services (OCS).
In this pivotal role, you’ll coordinate activities to meet statutory duties to involve stakeholders in developing PoMs by 22 December 2026 and lead the formal consultation in early 2027—safeguarding compliance, reducing legal risk, and protecting the Agency’s reputation. You’ll track and report PoMs production and RBMP delivery, collate progress updates, identify risks and effectiveness, and capture case studies and best practice to drive continuous improvement.
Key responsibilities
- Lead, line‑manage, and develop a dispersed advisory team delivering PoMs support to Areas. Provide day‑to‑day line management and performance oversight for the national support team.
- Set strategic direction for environmental planning at river basin/national level; own key frameworks; represent the Agency externally; and assure delivery against national environmental targets.
- Coordinate delivery to meet statutory consultation and engagement duties for PoMs in 2026/27.
- Facilitate effective relationships and collaborative working between national and area leads.
- Collaborate across OCS and with G7 managers to shape culture, performance, and integrated catchment planning.
- Represent the Environment Agency externally and support key strategic networks (e.g., Integrated River Basin & Catchment Planning Leads Network).
